Extension of the implementation period of the SIPOCA 53 project until June 27, 2022

The decision to extend the implementation period of the project was taken in view of the start of the contract for the development of IHMIS (Integrated Hearing Management Information System) during the state of emergency (COVID-19), followed by the state of alert. Thus, some activities set for the first months of implementation were carried out late and with great efforts. In the context of the legal restrictions, many activities have been carried out online.

Considering that the developed software cannot bear errors, being the implementation of some legal provisions in the criminal field, the analysis carried out and the stages related to the programming were postponed. This also determined  the postponement of subsequent activities: application testing and end-users training.

Currently, in A.1.2 – Organizing and conducting training sessions (…), training courses are conducted for the 70 IT specialists and training for the 600 prosecutors and clerks.

In the current epidemiological context, training activities are carried out in compliance with the rules in force. This creates delays in training activities. Training for IT specialists and end-users was started, but the restrictions on COVID19, as well as the illnesses that occurred during the training activities, also generated delays.

The request to extend the implementation period of the project by 6 months, from 53 to 59 months, was made in order to complete all activities, obtain results and achieve indicators.

In making the decision to extend the implementation period, it was taken into account that SIPOCA 53 is a national strategic project, with major impact on the judicial system. The documentation realized during the implementation of the project, related to the way of creating the management system of the hearings, showed that at the European Union level there is still an intense work to implement this type of hearing management at the prosecutor’s level: in Estonia, a state with a high degree of computerization, the management of the hearings at the prosecutor’s office was in the final testing stage, and in Spain there is a functional system, but the judicial system is different, so that the hearings are carried out, as well as the criminal prosecution by an investigating judge.
