The Office of Information and Public Relations within the Prosecutor’s Office attached to the High Court of Cassation and Justice is empowered to bring to the attention of the public the following:  

The Public Ministry launched the websites www.sipoca53.ro and www.sipoca54.ro, online platforms dedicated to European projects SIPOCA 53 – „Strengthening the capacity of the Public Ministry of enforcing the new hearing provisions in the criminal codes” and  SIPOCA 54 – „Strengthening the capacity of the Public Ministry of implementing evidence gathering procedures in informatics searches”.

The design and development of web sites of the projects, with an online management interface, is one of the information and publicity activities assumed by the funding contracts. The two websites have main objective the transparent and complete presentation of the projects as well as the activities carried out.

In designing the two webpages, the project teams considered, in addition to the transparency of activities and to inform the public opinion, as well as the interaction with users, who can ask questions or formulate suggestions via the contact form or directly on the account Facebook of the Public Ministry. In addition, people who want to know news about the stage of implementation of the SIPOCA 53 and SIPOCA 54 projects can subscribe via the newsletter form.

The purpose of the project SIPOCA 53 is strengthening the capacity of the Public Ministry in respect of the hearings conducted in accordance with the provisions of the new criminal codes, by creating an IT performant system in this field. Within the project, it will develop an IT system which will suport the management files and it will thus contribute to streamlining and modernizing the working methods used in the criminal investigation activity, more precisely in the field of hearings, as defined in the applicable criminal law. Total amount is 54,785,517.47 lei. This amount is broken down as follows: RON 46,010,993.85 – European Social Fund (ESF) reimbursable funds (83.98386284% of the total eligible project budget) and RON 8,774,523.62 – own contribution from the state budget (16.01613716% of the total eligible budget of the project). Target goup: 600 prosecutors and clerks from the Public Ministry and  70 IT specialists from the Public Ministry.

The main purpose of the SIPOCA 54 project is strengthening the capacity of the Public Ministry in the field of informatics searches, in accordance with the provisions of the new codes, by introducing a unitary set of working methodologies, specialized professional training of the staff and the endowment with equipment and software. Total amount is 14,056,846, 79 lei. This amount is broken down as follows:  European Social Fund (ESF) –  11.805.482, 93 lei (83.98386284% of the total eligible project budget) and own contribution from the state budget – 2.251.363,86 lei  (16.0163716% of the total eligible project budget). The target group is composed by 55 specialists (unique participant) in the field of cyber searches and the technical-scientific findings,  employees of the Public Ministry (The Prosecutor’s Office attached to the High Court of Cassation and Justice, The National Anticorruption Directorate and The Directorate for Investigation of Organized Crime and Terrorism), which will benefit by profesional training in order to development of the institutional quality and performance at the judiciary.

Implementation period is 36 months (starting date – 27 July 2017).
